Video Monitor Problems on Dell Optiplex GX150?

I have a Dell Optiplex GX150 computer, and when I start the computer it flashes the Dell Optiplex GX150, and when Windows starts it flashes the Windows XP logo when it is starting up, and then it stays a black screen after that. Is this a Video card problem or a hard drive problem?|||there is no way it can be a hdd problem. i think it is a driver issue try running in safe mode ( hit f8 on the biit menu) and click safe mode with networking if the problem persists u might wanna try repairing the windows installation or getting a new gpu
