Video card problems?? Need serious answers?

My video card like would get worse for like a week and go to normal cuz one day I can open windows movie maker then the next It says:

windows movie maker cannot start because your video card does not support the required level of hardware acceleration or hardware acceleration is not availiable??|||I think your CPU bottleneck, give me the PC specs and the name of the graphic card|||Try updating the drivers on your card. I also use a program called powerstrip that can be downloaded for free on the internet. It can fine tune your card and overclock it if you'd like. If your card is not an ATI or Invidia, you might want to invest in one.
