Is this a video Card Problem?

I have a Dell computer...(I know Shoot me). I Have this problem when the video card drive is not installed the screen goes nuts and freezes in a very distorted matter. Then when I install the latest drivers I blue screen every five minutes.|||Did you try the original Dell video card drivers for your computer? The latest do not necessarily need to be compatible with that model.
